EUROPEAN Commission President Jose Manuel Barroso last night unveiled sweeping new plans to slash greenhouse gas emissions, which he said would cost just E3 ($5) a week per head. The EU plans to cut greenhouse gases by a fifth by 2020, eventually imposing E50 billion a year in costs on major polluters and rapidly scaling up how much energy it draws from windmills, solar panels and energy crops.
